China poses strategic challenges to India

During the five years of UPA rule Indian foreign policy has remained directionless and in the absence of a comprehensive strategy based on national consensus, India's strategic and diplomatic interests are in jeopardy.

India needs a consistent, holistic and country specific approach to its foreign policy. While engaging with countries like China India needs to be doubly cautious because of its expansionist and aggressive agenda.

India's neighbouring country China has been posing new strategic challenges to India for the past three-four years. According to media reports China has developed the Irrawaddy corridor involving road, river, and rail links from Yunnan Province up to the Burmese ports on the Bay of Bengal.

The Irrawaddy corridor has brought Chinese security personnel to Burmese sites close to India's eastern strategic installations. With the Irrawaddy corridor stretching to the Bay of Bengal, Chinese security agencies have strategically positioned security forces at key Burmese coastal Centre, including the Chinese-built harbors at Kyaukpyu and Thilawa.

These security agencies already operate one of the most advanced signals intelligence (SIGINT) collection facility on the Coco Islands in the Bay of Bengal and gather sensitive electronic intelligence data.

China is also coming up with an east-west strategic corridor in Tibet across India's northern frontiers. It began with China-Tibet railway from Gormu to Lhasa that opened in July 2006. Now China is stretching the Tibetan railway link facility to Katmandu and also connecting it to two other points: the tri-junction of the India-Bhutan-Tibet frontiers (in the Chumbi Valley) and the intersection of the India-Burma-Tibet borders.

China has already taken big strides in its effort to build a north-south trans-Karakoram strategic corridor connecting Pakistan's new, Chinese-built Gwadar port to strategic installations in the eastern China.

By connecting the Karakoram Highway to Gwadar( Pakistan) and Yunan to Irrawady corridor ( Myanmar) China has increased its strategic strength and presence on both sides of the Indian peninsula.

China has also engaged Bangladesh and signed a military cooperation treaty with it. This treaty helps China to bring Bangladesh into its strategic ring, provides access to the port of Chittagong which connects with Myanmar through sea route and it gives China proximity to the strategically important the Northeastern States of India.

The BJP shares the deep concern of the Indian Armed forces which have sounded alarm bells on several occasions at China's aims to gradually extend its strategic orbit. China has built nearly 60 warships in the recent past and its naval fleet of 860 vessels includes 60 submarines. China has recently deployed its new Jin-class nuclear submarines at Sanya, in Hainan province. Within the next 25 years, China could have more nuclear assets at sea than Russia.

Last year, the Chinese forces destroyed some Indian army bunkers at the Sikkim-Bhutan-Tibet tri-junction and even threatened to launch an operation to destroy stone demarcations in the Finger Area.

China has adamantly refused to acknowledge the Indian state of Arunachal Pradesh as part of India and even raised question marks over the Prime Minister's visit to the State last year in January. The Chinese Army has grown bold enough to launch regular cross-border incursions in India over the past few years. In year 2008 alone 213 incidents of Chinese army intrusions have been reported. But the UPA Government did nothing except admitting these incursions in Parliament.

Chinese troops have been moving in and out of Indian Territory because the incumbent Government at the Centre has failed to assert India's territorial claims.

Although China has expressed willingness to find a solution to the Sino-Indian boundary dispute yet it has become increasingly clear that unless it relinquishes its expansionist agenda any effort to resolve the border issue will not bear any fruit.

China has solved most of its border disputes with other neighbouring countries but it has been showing reluctance to take any concrete steps to find a solution to border disputes with India.

When Shri Atal Bihari Vajpayee led NDA Government was in power India had displayed its diplomatic acumen by resolving its long standing dispute with China over Sikkim. China had promised to make more progress in this direction but the NDA Government had to demit office in 2004.

On the other hand ever since the UPA Government came to power the Sino-Indian boundary talks became sluggish and even the issues which were earlier considered resolved started cropping up.

The BJP believes that the diplomatic efforts to resolve border disputes with China should be expedited so that there is a clear demarcation of the Line of Actual Control (LAC). India also needs to have a pragmatic China policy which recognises the strategic challenges facing the country.

Good Governance is key to prosperous Arunachal

The Bharatiya Janata Party firmly believes in providing good governance to the people of India and it stands committed to development. States like Arunachal Pradesh deserve Governments which have an unblemished track record on development.

Most of the problems in Arunachal Pradesh could be addressed by ushering in an era of development. Unfortunately successive Congress Governments both at the Centre and in Itanagar have failed to deliver on this front inspite of ruling the country and the State for more than five decades.

When Shri Atal Bihari Vajpayee led NDA Government was in power developing the North east was one of our top most priorities. The UPA Government has not matched its words with prompt action.

The Infrastructure and other basic amenities are completely missing in Arunachal Pardesh. No wonder there are media reports of people from Arunachal Pradesh crossing over to Chinese side looking for better opportunities.

Although the Government has announced an economic package for Arunachal Pradesh but it is insufficient for the people of the State who have been deprived of development for decades. The economic package is also hit by large scale corruption which has prevented the people to benefit from it and the Government has failed to ensure a smooth delivery mechanism. The BJP demands the Government to ensure that there is a system in place to implement the welfare Schemes.

Time to Reject the Directionless UPA government and Elect a Responsive NDA Government at the cent

Indian today appears to be on the brink of what might be a protracted recession. Over the last few months the so called economic boom bubble of the UPA government has literally burst. Be it the share market, high growth rate, booming economic activity in the manufacturing, services or agricultural sectors, all macro economic indicators have dramatically slowed down, begun to show declining trends and painting a gloomy picture of our economy.

Today the country is going through this difficult phase because we have a paralysed and directionless congress led UPA government at the centre for over four and half years. The pathetic performance of the UPA government has created an unprecedented situation of chaos in critical areas of governance. Be it the continuous acts of foreign sponsored terrorism and a vitiated atmosphere3 of internal security, economic downslide, problems in agricultural sector and farmers suicides, rising unemployment especially in the unorganised sector, the Congress ked UPA government has lacked in both ideas and initiative to find solutions to any problem. With every passing day the problems facing the nation are scaling upwards.

The Congress Party has a history of coining attractive slogans to befool the public and then doing nothing before coining another slogan to divert the attention of the people from their actual performance. The Garibi Hatao slogan of the 1970’s achieved nothing. After coining Indira Lao Desh Bachao, the country infact plunged into the vortex of terrorism. The Ikkisvi Sadi Ki Oor during the tenure of Rajiv Gandhi needs to be viewed against the backdrop of the massive scandals such as Bofors, HWD submarine scandal that followed. Now the much touted Congress Ka Haath Aam Admi ke Sath, clearly shows the Congress has only made illusionary promises and delivered nothing. Infact the plight of the touted Aam Admi of the Congress Party is clearly there for all to see. With the Lok Sabha elections round the corner, one should not be surprised if the Congress dumps its Aam plank and coins yet another slogan to confuse another section of society.

The 26/11 incident in Mumbai was not just another terrorist incident. It was nothing less than an open war on India and this should be dealt with in the same spirit. However, despite clinching evidence about Pakistan’s role in this attack, nothing concrete has emerged over the last two months. All that we witness is a cacophony of confusing and often conflicting statements emanating from various responsible quarters of the UPA government. The time for a war of words is over. The time is now for action.

The BJP is confident that the people of India will completely reject the directionless Congress led UPA government and elect a responsive NDA government at the centre. In the six years of NDA rule we have displayed to the entire nation that we indeed can solve the problems facing the country and in Shri L.K. Advaniji we have a prime ministerial candidate with the experience to do so.

With regard do Karnataka, today the state has both a credible and stable government sensitive to the people’s aspirations. Our party’s vision is to transform Karnataka into a model state of good governance and development that not only outshines all other states in South India on every parameter of socio-economic development but also emerges as a shining beacon for other states of the country to emulate. I am confident that under the dynamic leadership of Shri B.S. Yeddyurappa, Karnataka will achieve this target in the shortest possible period of time.

I am also satisfied to note that the Karnataka government has already initiated strong action against the unacceptable act of hooliganism that took place in Mangalore yesterday. The BJP condemns this incident in totality. However, it is unfortunate that our political opponents and the so called secularists suffer from a “RSS-BJP PHOBIA”. They tend to level allegations without even verifying the facts.

UPA Government derails National Highway Development Project (NHDP)

Now, that the UPA Government is nearing its term in few months, it can be conclusively stated that the National Highway Development Programme started by the NDA Government to improve a very crucial component of infrastructure development has been completely derailed by the UPA Government. There are chronic delays, ad-hocism, lack of monitoring and also play of extraneous forces in decision making. The ambitious NHDP has failed miserably on all counts presenting a copy book case of non-performance by the UPA in stark contrast to the exceedingly good work being done by the previous NDA Government headed by Shri Atal Bihari Vajpayee. Even the Planning Commission and the CAG Report has very adversely commented on the execution of these projects under the UPA.

The NDA Government has conceived planned and started the execution of the three Phased National Highway Development Programme. In the first instance. Phase – I consisted of Golden Quadrilateral (GQ:5846 km) linking the four major cities of Delhi Mumbai, Chennai and Kolkata which was approved in December 2000 at estimated cost of Rs. 30,000 crores. NHDP Phase – II was approved in December 2003 at an estimated cost of Rs. 34339 crores comprising mostly North South (Srinagar – Kanyakumari) and East-West (Silcher – Porbander). The total length being 7300 km.

Progress on Golden Quadrilateral (GQ) NHDP- I

1) Immediately after decision the NDA Government started executing the Project in right earnest. Lands were acquired fast, contracts awarded and work proceeded with very fast speed. As on 31/03/2003 against the total length of 5846 km, four laning was completed in 1327 km and work was under implementation on 4383 km. As on 31/03/2004 the completion was 2612 km and under implementation on 3234 km (source: NHAI Annual Report).

2) In fact Annual Report of the Department of Road Transport and Highway of the year 2007-08 (under the UPA Government) itself acknowledges at page 14 of the said report that after its approval in December 2000, most of the works were awarded in 2002 (when NDA was in power). It was because of this that though, the NDA left office in May 2004 yet as on 30/11/2004 4203 km length of four lane work against 5846 had been completed as confirmed by the Annual Report of the Department for the year 2004-05 at page 5.

3) The success rate during the NDA regime was 71% against target in the year 2002-03. Further, because of the earlier good ground work done it rose to 81% of the target in 2004-05. Thereafter, the decline started. Mr. T S Baalu the Union Minister for Road Transport and Highway in a public statement on August 06, 2004 declared that GQ has been rescheduled to be completed in 2005.

4) As against the total length of 5846 km under the GQ till March 2008 vide Annual Report 2007-08 only 5650 km have been completed and the balance still in progress. The point to note is that in spite of the very good sound beginning, nearly all the contracts being awarded during the NDA regime itself 100% completion of GQ is not there in spite of the claim by the Minister that it would be completed by December 2005 itself.

North South East West Corridor NHDP- II

5) As explained above the total length of the above is 7498 km out of which 981 km of the NSEW was also included in NHDP Phase – I. During the NDA regime the work for about 1000 km had been executed and as on 31/03/04 588 km four laning had been completed and the balance 475 km was under implementation (NHAI Annual Report). Mr. Baalu also made a public statement that balance contracts for these Corridors shall be finalised before March 2005 and the project will be completed by December 2007 as per schedule. This was to be completed in NHDP – II.

6) However, the progress on this front is deplorable. The Planning Commission in April 2008 undertook a progress review and it found that NHDP – II across 6647 km has fared even worse. While 811 km length was to be awarded in 2007-08, contracts were awarded for just 43 km, posting a dismal 5 percent achievement. Against a target of four laning 2013 km there was 51% achievement with just 1020 km completed.

7) About NHDP – I as well in the said review it was found that there has been just 49% achievement in terms of four laning targets for 2007-08. The Planning Commission sadly noted that the achievement rate of four laning came down for 81% in 2004-05 to just 49% in 2006-07 thus bringing down the progress rate in the entire Tenth Plan.

8) In fact, in their internal report to review projects for completion by Oct 2008, the NHAI itself found that not even a single of the 47 projects in the phase – II of North South East West Corridor could be completed.

9) On NHDP – III 12109 km project was planned to connect places of social and economic significance. Against a target of awarding concessions for 3278 km, there has been a meagre 9% achievement with contracts awarded for just 278 km. The story of NHDP – IV is equally unsatisfactory.

10) The NHAI had planned to award 61 projects by December 2008 under the BOT (Toll) Model to widen 6343 km of Highways at a project estimated cost of 67000 crores. Out of these only three projects have recently been awarded. This is the level of callous-indifference.

11) CAG criticizes the execution of work. This situation has also been criticized by the CAG in the recent Report wherein it found that majority of the 17 road works awarded under the public –private partnership in NHDP Phase - I were delayed. Only five were completed in time. The Government would loose about 400 crores from the projects because of irregularities on the part of National Highway Authority of India.

A Whimsical Minister and demoralised NHAI

12) The way Mr. T. R. Baalu is working in the last few years would show that he has his own whims and fancies. This has demoralised the officers and decisions are not being taken. In the last three years the National Highway Authority of India has seen five Chairmen. Even,the Delhi High Court adversely commented on the interference in the working of the NHAI.The Board Members are also changed quite frequently. The Minister fancies pliant officers and is very keen to encourage and at times force decisions which are favourable. There is a virtual paralysis in the functioning of NHAI. There is practically no effective monitoring and decision making is becoming a casualty.

13) It is very tragic to note that because of all this delays escalation in cost has become a major cause of worry. NHDP has also failed to attract reputed international builders. Because of all this NHDP – I and NHDP-II have seen their estimated cost increase by 26%.

14) The most crucial aspect is a gross failure on the most important infrastructure having long term implication for economy and development. The gains of NDA has been practically undone by the UPA.

Armless Girl Gets A Pilot License

Jessica Cox, 25, a girl born without arms, stands inside an aircraft. The girl from Tucson, Arizona got the Sport Pilot certificate lately and became the first pilot licensed to fly using only her feet.
Jessica Cox of Tucson was born without arms, but that has only stopped her from doing one thing: using the word "can't."
Her latest flight into the seemingly impossible is becoming the first pilot licensed to fly using only her feet.
With one foot manning the controls and the other delicately guiding the steering column, Cox, 25, soared to achieve a Sport Pilot certificate. Her certificate qualifies her to fly a light-sport aircraft to altitudes of 10,000 feet.
"She's a good pilot. She's rock solid," said Parrish Traweek, 42, the flying instructor at San Manuel's Ray Blair Airport.
Parrish Traweek runs PC Aircraft Maintenance and Flight Services and has trained many pilots, some of whom didn't come close to Cox's abilities.
"When she came up here driving a car," Traweek recalled, "I knew she'd have no problem flying a plane."


Doctors never learned why she was born without arms, but she figured out early on that she didn't want to use prosthetic devices.
